Nope. Kornet-E and Ingwe are heavier missile and not really manportable. Their guidance system also different. Javelin use fire and forget IR imaging system while Kornet-E and Ingwe are beamrider.

36 JAS-39NG for 4.5 billion. about 125 million a unit. should be include weapon, parts, training and  maintenance.
so the price not that people think JAS-39NG is cheap. but at lease can save fuel cost.
if we buy half (18 unit) maybe also need around 2.5 billion (assume more unit is more cheaper).
