U can try and check. Some only lasts 1-2 hours or 15mins only. Not all car maker do setting up as permanent supply to ciggy port.

The 3rd wire is goes for ACC@accesories signal. With acc and battery , ground wire, it can automatically do the switching mode between engine off and engine on condition. Thus making it better for parking feature. No different for A119 model. Particular as to dated, its suit for A129 only.

How much is the tolerance value accepteable i think all hardwire maker not able to firmly stated in their hardwire spec. Very subjective to individual car and actual battery condition health, battery grade you purchased and actual car component dark current.
