It will go up again.
Happened twice last year. Then again, depends on player's form in game as well. Take example, Fernandinho. Initially cost 5k to buy him, later dropped to 1k. After IF, his value rose to 2.5k. So it all depends on form and demand.
For Rooney, same thing. At times his value is 60k, sometimes 50k. More or less, it will eventually return to its close to or original value.
