my point is, the kit in the photo haven't been applied decals, so of course you wouldn't see the insignia
I haven't seen any Sazabi with protruded plastic for the insignia before, all are sticker/decal hmm.gif

and you mean Wing Zero with TV wings
the OVA version is the one with angelic wings

after u engraved the line, use pin vise drill to drill holes
the point here is to drill holes within the shape you wanna cut, the after then use model knife, file, sandpaper to slowly remove away excess plastic until achieve the shape u want
