changing custom rom from 4.2.2 to 4.3 need to change bootloader?

how to fix MTP with USB debugging in window 7? Disable USB debugging only can view the MTP content on Nexus 7 on laptop, on USB debugging cant access the content...

on CM10.2 20131102 snapshot-m1

found this solution, but its stated for stock rom, I did tried it but the download link macam dead
