Depends... I played on Ship 4, there wasn't much animosity between the japanese players and the international players. I'll have to say though, if anything; the international players were usually the rude ones.

I was on Ship 2. At one time, shit was so all over the place; important NPCs got dislocated from their original positions which caused players unable to initiate activities that require us to talk to them. People who did such hacks(though not as much a hack as script kiddies using Cheat Engine) said that they were only trying to expose PSO2 servers' lack of security, but what it did instead was that it created fiction between the Japs and the rest.
Not sure how it is now, but back then, by the time I left, floor 20(de facto gathering place for English-only players) which once used to be a lively place became... 'dead'. Sure, you don't HEAR people talk in that game's lobby, but the lack of conversation and everyone seemingly too afraid to say a word made that place feel uncomfortably eerie for me.
