All the servers kena lock down? I cant create a char in any of the Jap servers!!!

I managed to make 2 chars in Jap server last night but i cant choose the server. They automatically put me in available servers. Im on PS3 so not sure if that effects anything. Kinda annoying.

as for a specific server name, well I'm a newbie too so I dunno bout much bout the servers but as for me I just go to any server with a name that I like
