I usually do this :
1) Pull mob with shield lob.

Btw, if you read the tool tip of the skill only Savage blade have additional enmity generation. Fast blade is just regular attack. So it is worth while to spam savage blade at the start to get enough hate on you...
I also agree on this, from the few dungeon i am tanking in, i have come to the conclusion that flash skill hate does not stick. It is a one time enmity generation, which loses it value over a period of time. So best to stick in a few savage blade to make it stick.
