Come to me lah. I can change both the brake cables AND housing for you for 20 bucks! Add another 20 bucks if you want Jagwires. 

That means the spokes and rim are not dished center. You have to adjust the spokes so the rim is adjusted to real center. You can however adjust the tension screws that's on the brake calipers. Release the screw if you want the brake pads to go in and screw tighter if you want the pads to come further out. Balance between both sides, use your judgement. But if the rims are not centered, the brake calipers won't be parallel to the rim as needed by the V-brake calipers for efficient stopping.
