If the LAD continues to snowball ...to the extend the project is loss-making ... will it make sense to continue the project or is it better to abandon it altogether?

Pacific 63 nearby, also by same developer, is almost complete. Why doesn't the developer complete Pacific 63 first then only focus on Pacific Star?
