I like
EF-S 10-18mm EF-S 17-55mm EF-S 55-250mm
Why EF-S, because they are designed for APC-C sensor so their lenses can be smaller. But the 17-55 is considered huge!
Don't underestimate the 55-250mm, it is cheap because it is plastic and the focus ring rotate when you shoot. But image quality is surprisingly good.

I assume he need more light and like to zoom using feet than the lens it self./ And he just want that ultra wide angle so I think its not necessary to change the combo he had.
