The reason of why the update is made is because you can directly initiate any action in the action center without the need to enter your pin/password if you have it enabled which is a security concern.

8.10.12397.895, for this version, it requires you to enter your pin/password before you can disable/enable the action center

Set pin/password for your phone, lock your screen and try to enable/disable any of the features like airplane, wifi, rotation lock and etc and you will notice that you can do it without entering your pin/password when the screen is locked in the previous version, but in the latest version it has already been fixed where you do need to enter it before enabling/disabling it

now i get it.
the way they make the action center visible leaves the perception that u can click on it. turns out it requires password to toggle settings in the action center once u click on it.

it is not a perception in the previous version tbh, you can actually click on it and disable/enable it.

i know what u mean. yes, i'm referring to this new update which i just only know thanks to u.
by perception i mean after this new update, i don't bother to check whether we can toggle the setting in action center in a lock state because the way they made it visible.

ah okay. I've misunderstood what you've said then. True that, and I find a bit weird that we can view the notifications without having to enter the pass/pin to unlock the screen
