i think they are pumped up trying to land a decent job with a decent salary.
a contract post is just that, anywhere; but rarely do governments go banckrupt while companies are winding down like there's no tomorrow...so that's a small "safe" factor

the 3-years duration is just for those contract PTD to be prepared to become the real PTD.
i think your cousin got it slightly wrong
during the contract period, aspiring officers will be constantly evaluated with a primary end-of-year assessment (unless policy is changed). Those that have served well (according to whatever assessment criteria the policy lays out) will be recommended for permanent appointment.
there will be no such thing as automatic conversion to permanent post after a period of time.
you'll find in your offer letter that you can terminate your contract with a month notice or in lieu of a month salary and your employer (the government) can do the same.
you'll also find that General Orders and other service circulars are more "brutal" than the laws outside.
