I don't think so Astro will bring in Phoenix in HD after 14th March as your mentioned because Phoenix HK already officially broadcast Phoenix Infonews,Chinese Channel and Hong Kong Channel @ new frequency @ Satellite 105.5C  4120H27500 since 1st January 2014.

Yes Phoenix HK will stop broadcast those channel on OLD frequency @ 4000H26850, but unfortunately your friend ASTRO already start using the new feed since 1st January 2014, maybe u didn't notice the picture aspect ratio are SHI.T like ever since 1st JAN ? Due to the original Satellite feed are in 16:9 ratio, but your friend ASTRO 'compress' the original 16:9 format to suit their majority customer who are still using old generation CRT TV..... and it cause those 16:9 LED/Plasma/LCD TV received SHI.T like picture quality and aspect ratio on new generation TV !!! (16:9 TV still consider new generation TV @ Malaysia ??? come on Astro we are not so out date!!! )

Here is the comparison on a exactly same TV for Phoenix Infonews Channel from SHI.T like ASTRO SD picture quality & aspect ratio against Original Phoenix HK broadcast @ Satellite 105.5C, both original 16:9 SD picture quality and HD picture quality and is FREE TO AIR channel !!
All this picture took on Today @ 17.01pm for Satellite broadcast and 17.05pm for ASTRO broadcast (Astro broadcast are 4 minutes delay compare with original broadcast)

At Astro FB page someone ask them already to open all news channels. But Astro replied, just watch Awani for extensive coverage about that incident. Haha

1. THE SUBSTANTIVE AMOUNT OF REPEATS OF PROGRAMS SINCE ANTIQUITY

2. MORE THAN HALF OF ASTRO CHANNELS ARE IN-HOUSE CHANNELS

3. THE NUMBER OF ASTRO SUBSCRIBERS ARE GROWING INTENSIVELY. THIS WILL ALLOW THEM TO COVER THE COSTS

4. ASTRO IS NOT COMMERCIAL FREE. SPORTING EVENTS ARE USUALLY SPONSORED BY TM, MAXIS ETC & COMMERCIAL ADVERTISEMENTS CAN BE SEEN IN ALL CHANNELS.

Despite the fact that in Singapore, World Cup 2014 will be made available on both MioTV & Starhub while Astro has "exclusive rights" to the event in Malaysia, it's a relief that 24 live matches & 11 delayed matches will be made available on RTM. Besides, all ASTRO subscribers can also catch 35 out of 64 matches live on ASTRO ARENA although they do not subscribe to the SPORT PACK. We're luckier than Singaporeans as FTA channels carry only opening,quarter, semi & final matches.

Nevertheless, I'm afraid that RTM World Cup feed on HYPPTV & ABNXCESS will be blacked out again.

1 - Get a HDMI capture card. For me I got the Avermedia C027 DarkCrystal HD Capture Pro
2 - Bypass HDCP from Astro.
-- Easy way = get a HDMI splitter that can get rid of HDCP (example: http://www.amazon.com/gp/product/B005HXFAR...?ie=UTF8&psc=1)
-- Tricky way = Hacked EXE (can only use this EXE to record) or hacked driver (can use any software to record)
