we can do it in 2 different ways.
some developer mark up the price for 6% and give dibs, to encourage purchaser not to take dibs by giving 6% discount. and however if the purchaser still prefer to take the dibs, developer are happy enough to earn the extra 3%.
you should know the answer.
another things need to consider is the construction period.
