If 'off' period means deloading, then it is meant as a period of time for the body to rest after weeks/months of hard training. The bodybuilders normally still workout, but not with as heavy weights/reps as usual. The difference between deloading and stopping completely is in the former your muscles are still being worked, but not tolled to the usual extent.
