If you used the word toning for muscle, generally your advice gonna be way not suitable and appropriate for bodybuilders. It may be suitable for people who do squat with pink dumbbells on bosu balls thou.

Off as in off season? Off season doesn't mean that they are becoming couch potatoes. They still train like usual but they'll have more leeway in their diet. More or less like a vacation from their competitive dieting for show/competition.

You mean as off week where they take a break a week from lifting to reduce their overall accumulated muscle / mental / physical fatigue? If that, they only take a week off in between a 14 weeks training. Reasons are for reduce their overall accumulated muscle / mental / physical fatigue.
