Not so true. Public transport in Japan mostly underground because of earthquake and was constructed earlier than buildings. They construct public transportations first and city built surrounding it, while Malaysia is the other way round.

I like this very much. Yes a while ago the gov intended to boom Malaysia's automotive industry but it has reaches to a flat line and they are still protecting it. Some more current initiatives to promote public transportation and car pricing does not match.
