Can you double check BIOS v1.90 is installed? Have a look in the BIOS.
I believe 1.90 fixes a problem with USB Booting in v1.70
If you do actually have 1.90 installed, try a BIOS Reset. (Go into the BIOS and press the key that sets defaults. It's F9 I think.Then save and exit.)
Try this too
Power off. Plug-in your USB device. Power on. When the Toshiba splashscreen pops up (right after hitting the power button) hit F12. Now when the boot screen comes up the USB device should be listed.
Bios change shouldn't be needed (actually no option there for USB) but device must be plugged in at power on.
