Last week i ordered some Audio CD from CDJapan, only to find out the true ugly of malaysia custom shakehead.gif

For my case, i choose FEDEX as the courier service, mainly because it's FAST. But what lies under was actually.... sweat.gif MALAYSIA BOLEH!

Here's the case, my package was declared as GIFT, so i was saved from the "TAXABLE ITEM" tax. That was until i found out this.

If you are buying from overseas and use a courier service (FEDEX,GDEX, watsoeverDEX...), Malaysia Custom actually charge a "KOS TAMBANG DAGANGAN" based on the weight of your parcel, and thus increase the original declared value of your parcel, and making it TAXABLE.

Based on the info from this guy HowToAvoidTax, item/parcel will only be taxed, if the total value is >RM500,

Penghantaran Melalui EMS[shipped through EMS]
Nilai Barang[Goods/Parcel Value] + Kos Pengeposan[Shipping Cost] = < RM 500 (Dikecualikan cukai)[non-taxable]
Nilai Barang + Kos Pengeposan = > Rm 500 (Dikenakan cukai sekiranya barang ditaksir bercukai)[taxable if goods declare as taxable items]
Nilai Barang + Kos Pengeposan = > RM 1000 (Jika Bercukai, akan dikenakan Borang Ikrar Kastam K1 dan dicukai)[if taxable item, required customs K1 form and taxable]
Nilai Barang + Kos Pengeposan = > RM 1000 (Tidak Bercukai, tidak dikenakan borang ikrar)[non-taxable item, not required customs declaration form]
Nilai Barang + Kos Pengeposan = > RM 2000 (Tidak Bercukai, Dikenakan Borang Ikrar Kastam K1)[non-taxable item, required customs K1 form]
Nilai Barang + Kos Pengeposan = > RM 10000 (Cukai atau tidak, Akan Kena borang K1A)[either taxable or non-taxable, required customs K1A form]


So for my parcel, the value declared was 10476YEN with conversion rate of 0.0328

Original Parcel Value: RM 343.61
Insurance: RM 3.44 (~1% of the original Parcel value i guess)
KOS TAMBANG DAGANGAN: RM 322.15

TOTAL PARCEL VALUE: RM 669.20

My parcel value become RM600++!! rclxub.gif and so i was taxed 10%, making me receive the Customs Duties of RM66.92! rclxub.gif

So how they calculate the KOS TAMBANG DAGANGAN? I was surprised when i receive this from FEDEX.

As my parcel was from Japan, and my parcel weight 1.8KG, based on the table they provided me below:

JAPAN
0 - 6.4KG -> RM322.15 (Caj Minimum)
> 6.4KG -> RM50.03
> 45KG -> RM42.45
> 100KG -> RM37.52
> 300KG -> RM32.22
> 500KG -> RM32.22

As far as i know, those tax were declared and fixed by our Gov Customs. Nothing to do with what type of courier company as those tax were charged to the courier company, and they charge us back. This time im ordering some toys from HK through ebay. Shipped by EMS. Following cheeho04's advice i have asked the seller to declare and separate the shipping cost and item cost. Lets just see what will happen..... whistling.gif

Using the above as contoh,
if your parcel is >= 6.4kg -> u kena RM50.03 (normal caj)
if your parcel is < 6.4kg -> u kena RM322.15 ( Caj Minimum)

Well bro this one i cannot confirm....u know la our customs all work depends on their mood. If he/she thinks the parcel/package is taxable...he/she will tax you anyhow. So to be safe undevalued your parcel to not more than RM500 if possible.. smile.gif

BTW, i bought many items from overseas, but so far i'm very lucky. The last item i bought was coach handbag for my wife from ebay USA and the value is more than RM1,000, but no tax imposed.

The heaviest item i ever bought from oversea is PSU - Thermaltake Tough power 1200watt.. Safely reach my hand but i think that time, all computer components are non-taxable.

hmm.gif Didn't have that confirmed as those infos were given by Fadex and not directly by the Kastam Diraja Malaysia and so far did not seen anyone use EMS with parcel over 6kg.

just lower the VALUE of the ITEM...
but it also a subject to custom inspection....randomly and suspicious parcel

how does FeDex doesn't know their own shipping cost???

I think what he means is the seller did not state any keywords of "Shipping Fees" in the documents. Some seller just put a total value that includes shipping fees as a total declared value of the item. I realized this is what shows at my invoice from CDJapan.

in their invoice it should clearly stated the shipping cost or FREE shipping
and when they write it on the courier slip...
declared value must be lower than what is shown on the invoice which is include the shipping cost...

Before that, i ask about the gift option, they told me its the same as normal they will declare same things in invoice outside the box. But when i ask them whether it is able to help me fill in the actual shipping cost, they didnt reply me mail already. Not sure its coincidence(since my parcel is sent today before they reply me the latest question so they dont wan to change their paperwork) or they make silence in the case. So i hav bad predict that my another parcel will be kena tax again. This time even higher item value LOL...it should reach these few days lets see how..currently i am asking amazon whether they will provide a clear statement in their invoice. if cdjapan still refuse to fill in while amazon will provide clearly, then its time to say goodbye to cdjapan maybe doh.gif

cheers.gif agree with all the points you said. However since CDJapan sometimes still have better deal, i'll shop with them with the safe limit of purchase not over RM200. that's the only biggest hope now

Saya juga nak minta tanya berkenaan penakrifan "Pelarasan Kos Tambang dan insurans bagi dagangan yang dihantar melalui syarikat-syarikat kurier ke malaysia 2014". Bolehkah kak siti bagi saya jadual terbaharu 2014???

Berdasarkan sistem C.I F (Cost, Insurance & Freight) tidak melebihi RM 500.00, Bagaimanakah penakrifan "FX 19-  Kuala Lumpur - MYKUL - 0.00 - 795.13 -403.08" yang ada pada Bill W 20106049865 (dilampilkan). Dari pada jadual pihak kastam yang ada online, Min Wt bagi negara USA 9.7 kg, manakala caj min ialah 379.98 dan Normal ialah 39.37. Macam mana penakrifan berdasarkan freight jika "free shipping"??? bukankah ia sepatutnya 0.00???? dan macam mana jika Kos penghantran (shipping fees) dikenakan berdasarkan lingkungan kos penghantaran???

Diharap pihak kastam dapat memberi maklumbalas kepada saya tentang kemusykilan yang timbul.

Pertanyaan Mengenai Pengecualian Duties Kastam

Merujuk Kepada perkara diatas, saya telah menbuat pesanan baju dan Bag secara online dan menerima bungkusan daripada Fed Ex AWB No : 586717131337 bertarkh : 16 Jun 2014.

Untuk Makluman Tuan, bungkusan saya dikenakan cukai jualan sebanyak RM 84.51 Resit Rasmi : AM0186692 berno. Siri 2014-06067464(18-06-2014 22:24:17).Saya ingin menbuat Pertanyaan Mengenai pengecualian cukai jualan bawah nilai RM500 berdasarkan Invois penjual.

Dari maklumbalas perbualan telefon dengan pihak kastam KLIA pada 23 dan 24 Jun 2014 jam 11.30 pagi, saya difahamkan bahawa Barangan Peribadi Yang Dikecualikan Dari Duti / Cukai Di bawah Seksyen 103(1) Akta Kastam 1967,adalah barangan denagn jumlah nilai dibenarkan untuk pengecualian tidak melebihi RM500. Adakah cukai jualan tidak patut dicaj atas bungkusan saya kerana nilai asalnya adalah USD 119.00 (RM 388.17) berdasarkan invois penjual berno.60000006102907 (Dilampil bersama).

Untuk makluman tuan, pihak kastam juga telah menyuruh saya menbuat panggilan kepada Fed Ex tentang "Custom Duty Tax Advice). Daripada jawapan pegawai senior FedEX Ms Mala Subramanian -Staff No. 408558 beliau memberitahu bahawa,
berpandukan Resit Import/Eksport dan Zon Bebas KLIA (W20106049865), segala takrifan adalah dari pihak Kastam KLIA dan saya perlu menbuat Aduan kepada Pihak kastam untuk mendapat penjelasan dan menuntut balik jumlah yang telah dibayar.

Dari penjelasan pihak kastam yang lepas saya pernah diberitahu bahawa berpandukan Sistem GATT valuation, hanya nilai asal invois dikenakan cukai, saya ingin mendapatkan penjelasan pihak tuan tentang IATA maximum charge rate, bukankah jika shipment fees is 0.00 dan harga barangan tidak melebihi RM 500, maka Cukai tidak dikenakan??

Diharap pihak tuan dapat menberikan maklumbalas kepada saya tentang Kemusykilan yang timbul, saya juga berbesar hati jika pihak kastam dapat mengembalikan cukai yang terlebih bayar

A little updates:
I've lately buying same Action Figures for JP, but this time i choose SAL that cost the lowest and longest to reach. So far been buying with 10K+ yen for 2 times, it arrived nicely. cool2.gif

Hi...as i said the case that i stated out here is courier using EMS services such as fedex or DHL etc. i am not aware how other type of courier will have what sort of charges. On my experience, using sea shipping has the lowest risk from getting ur item detained by customs. smile.gif

Hi, please be aware that it is now 2015 and the tariff shown is for 2013-2014... now they might have different rates/calculation. To really confirm your shipping tax it is best to give our lovely KASTAM DIRAJA MALAYSIA a call or submit ur enquiries online via http://www.customs.gov.my/en/cu/Pages/cu_xpert.aspx

-you'll need to call kastam diraja to confirm it

-when your item is being held by kastam officers. they will call you or send notice to you

-if you choose EMS delivery(for my case, FeDex), they will ask you to pay when item delivered to you. Pay or they send back to sender and consider unsuccessful courier. Whatever no-logical tax you'll need to see kastam diraja and deal with the officers to get rebate or claim.
-for other type delivery service, you'll need to call your delivery company to confirm
