Hi I want to buy some computer item (Graphic card) from Ebay probably using UPS postage

The current Ebay system introduce this so called 'Global Shipping Program' that calculated import charges together upon payment of the item and promised 'No additional import charges at delivery!'

So how this will affect our Malaysia Kastam charges upon the item arrived here ??
