Actually, most of the oil exporting Middle-East countries have procured modern fighters as well from the US/UK, and France. Its just that their pilots as well as support personnel are nowhere near as capable as Israel's.
maybe in 5 years or more, the Saudi AF will be one of the formidable air forces in the world they are procuring like they have lost their turban or something
when talk about the best and hardened pilot the 2 country still will be Turkey and Greek although don't know if the Greek are still fly

Students from those schools will either 1.) allow themselves to degrade over time in the country's military or 2.) go to serve other nations as instructors, trainers or etc. Like many Pakistanis said, there is little hope for the nation and the people are bound to be servants for 10 generations.
