P2P how to block the ip address from using the p2p, if i'm not the server

have any software to do that...coz i online very slow....coz some of my friends is using the p2p software to download something.

if the school block from using p2p is better...coz i on9 too slow and somethimes is difficult to sign in msn and yahoo messenger and search net...

I got another situation, i got a router at my house, but the router is sharing with my brother fren pc in upper floor.. i also want to block them, how am i going to do tat? im using Aztech DSL906
