since Duty Finder is there, there isn't a case of there not enough people to do dungeon with.

so it boils down to really... Economy.

in Legacy servers there people who are already know what is what in the game and can help the newbies up quickly whilst the new server are all starting in the same field.

pretty much the only thing is that New servers, new economy. legacy already have a economy thou even that too is being new since our gils are denoted one zeros.
