Not sure. But this guy who drew Sengoku Driver before it was first reveals says "No bike" on this Drive sketch.
He also says Minicar insert into the bracelet and connecting with Drive Driver via infra-red.

the last rider driving a car that i can remembered was RX but RX have both bike and car....

What makes a rider is 1 main focus hero, belt the main power source, same powers as the enemy, armored suit or power suit in heisei era/modify human in showa era.. maybe more that escape me..
At least those have not been change yet from Kamen Rider except bugs theme.

Drive sure have a bike at some point or maybe 2nd rider has. If he have one sure rarely use like any heisei riders
