S4 3G and S4 LTE are the same device functionally but different radios. And of course Samsung couldn't produce enough Exynos Octa chips and sort out their own internal problems with adding LTE to Exynos. Before revelation of the Exynos problems, everybody wanted the Octa, but I guess now it has swung to S600 with LTE.
