I hope this is the right section. Since the last 2 days, I've experienced this issue where artifacts appear in game and menu. Sometimes it goes away but most of the time it's there and this is very annoying because I have updated my drivers, reformated and did a clean install on everything. Steam, dota, etc. You can see the problem in the video I recorded here:

So what do you think is causing the problem? Could it be a hardware issue? Since I tried it on Diablo 3 and other games, same thing happened.
use latest nvidia drivers. make sure you clean install the drivers. check your graphic card temps also.
I'm pretty sure 314.22 is currently the latest official release by nVidia. If it is, then I do have the latest one. As yes, I clean installed it after I reformatted the PC. Here's a screenshot from GPU-Z running Diablo III (Character screen while having the artifacts).
I found something, at least. Hope it helps. I disabled Vsync on Diablo 3 and everything was okay but not as smooth as the screen was tearing without Vsync. So I disabled it in-game but enabled it in the nVidia Control Panel (Override global settings) and everything is fine so far.
Will give it a try on Dota 2 and I will post back later.
