GnG legally can only be implemented in strata title property especially landed.

FnG is not legal concept but its also not illegal...and can be implemented in individual titled properties. You need local council approval and must be sokong by at least 70% of the community. There is no legal right to enforce residents to pay for security.
Also security wise, there are lot more restriction.

I believe FnG of current...developer cant build permanent guard house and brick wall fencing...

and required 70% of residents consents before can apply from local authority to have it set up as FnG. A bit tricky when compared to similar setup prior to 2013.

If the rule boomgate cant be operating before 12 midnigtt applied?

Read from news that guards cannot barred or question visitors accessing the taman before 12am mid night.

Not sure if they got different standards for each type or not.
