I find AnandTech article a good read on the device overall, here's a snippet about the gap:

I've tried to configure the lock screen shortcuts on my HTC One but can't seem to find the setting that does it. On my previous HTC Desire HD, it was pretty straight forward.
I've done a Google search but all the answers seem to point to a security setting that doesn't seem to exist.
Appreciate any help, thanks.
P.S : I did install the APEX Launcher and unsure if that is the reason I cannot find the correct setting.
You can't have a different set of lockscreen vs launcher shortcuts. You can only edit it while in app drawer.
