Hmmm.... I don't think so. I think Tower Bridge falls under Lego Exclusive, same theme as Modular Buildings. Modular Buildings allows you to connect with other modulars and each level is removable. Tower Bridge is like a gigantic scale architecture series.
New theme for Modular now is "Expert" series.

It doesn't necessarily follow that trend but naturally TLG will do that. Some sets like 10188 Death Star survived until today while all the Star Wars sets from 2008 has discontinued. And then there are also sets that go into early retirement... Ultimately it is a commercial decision TLG has to make.
This one I can confirm, Fire Brigade will go EOL this year. Grand Emporium and Pet Shop will still be in production until 2014. Whether they will continue production after 2014 I don't know yet, rest assured being a big fan of Modular Buildings I am keeping a close eye on this and report if I hear anything!
Normally, one sign of a set going EOL is price drop!

Any sets just released in the market will hold firm to its RRP and slowly drop in price as it approaches EOL...
