GST is definitely going to get implemented this year.
But officially, it's not implemented as of now. I think those receipts are just sales tax preparing for GST launch.

GST rate is 4% (proposed).

Yes it's not bad but people are opposing it because of GST rate. It's been proven through several countries, that GST rate proposed at the initial stage is just a sweetener. 4% is not a lot, but what if it goes up to 7% in the next three years and later 10-15% in 10 years?

Fuel price has positive correlation to prices of consumer goods. It's logical since they are needed for transportation.
A full price charged on fuel will lead to cost push inflation. Businessman will just pass the costs to consumers.
