Yes, I assume 4th floor is the facilities floor. 4 levels of basement car park + 3 level above ground car park (I guess) Hence the unit size also slightly bigger balcony (possible) compare to other units of the same type.

I could be mistaken, but I think this is the lowest floor and the closest to the LRT tracks & highway. Sound proofing is generally pretty good in this building but that could be a factor. For 707k it sounds like a bargain, but I wouldn't expect other units to go so cheaply

Yes lowest floor unit with additional balcony area which could end up as a place to collect all the litters drop from high above.
