I think what he meant was, you're already given a diet plan. If you didn't follow it consistently, then why are you even questioning about your lack of progress? Unless you're educated enough in formulating your meal plans, then just follow a given plan to the dot and you'll be able to know what went wrong and gauge progress objectively from there. Beyond that it's all complaints and empty words. And yes, I'd say go for a bulk, but healthily.

LBM: (100-3-BF)*((KG-1)/100) = (100-3-15)*((65-1)/100) = 52.48

BMR: 370+(21.6*LBM) = 370+(21.6*52.48) = 1504

Seems like you got your figure for BMR wrong.
