Car Accident in private property

Need some help here, if we involve an accident inside private building like: shopping complex, office building, cemetery area (nirvana, fair park) which their road do not have road name, can we claim insurance for damage & is it necessary to make a police reports. because been getting answer from the management that you can make report but it is very hard to do claim for both vehicle since malaysia general insurance for car is only cover car out of private building & area?
If making report will the driver in fault get the saman?

mind to elaborate more, because my relative just afraid the third party will ask some runner to do some fake report, because the third party do not sound friendly.

agree with allenultra, i did ask her to make report first. but she just concern is any forumer have experience before mind to share to share their experience wheter in the wrong side or rignt side.
