Happened once to me at shopping mall parking lot. Unclear directions of arrows led to the accident hence IO does not want to make any decision so no conclusion was made (no party was at fault) so unable to claim anything. In the end both parties repair on their own expense.

According to the IO, the decision can be made if it can be clearly justified and explained that one party is as fault. Only then, once the decision report is out that one party from claim from another via insurance.

To sum it all up, can claim even in private property but the IO must be able to make a decision coz insurance agency rely on the report to validate the claim. Any photos of the accident scene would be very useful to assist the investigation.
