I don't know if you'd rather listen to him or Micrsoft VP - Phil Harrison.
I'd take Phil's word any day lol... the second account needs to pay.
Uhm... there's a flaw with your method.
If the game has multiplayer (which most likely, majority of next-gen games will) and if people still need a Gold account to access online capabilities, then what?
Sign up new account + subscribe to Gold + pay fees for 2nd account = how much? Might as well just buy new.
Gamestop doesn't mind because as long as they're concerned, they still get to sell used games. Users have to pay MS for the fee, not them. Gamestop still earn from second hand sales regardless, that's why they're fine with it.
Renters like GameFly though... hmm, this will be a prob for them.
I think you didn't get my idea
XB1 new rules:
- all games comes with a one time activation code that's going to tie to the whatever account activates it
- game will be playable on the console where that account is, just need to sign into that account, and play using other account, no fees required
- if you were to sell that game, a 2nd hand buyer will have to pay a full RRP to re-activate the game on his/her account
the new account for new game just create normal one, then install game
you won't need gold on the new account for MP, just need it for installation
Let's say I bought a new Halo5 game, which I intend to sell it off after I finish it
I'll create a new silver account on my box, lets say halo5@gmail.com, just for the activation & installation
sign into my original gold account, gr3yshadow@gmail.com, play SP, MP kau-kau until I'm bored
Sell it to you, with the halo5@gmail.com info
you got the game, recover the halo5@gmail.com account from live
install d game, switch to your own gold account, and WIN!
Zero fees involve!

Gamestop won't be fine with this re-activation for a fee move, unless they are willing to let the sellers stick their account info on those used game disc, as MS more or less already (kinda) confirmed 2nd hand buyer will need to pay RRP for the re-activation. Why would I pay a full price for a used game from Gamstop? might as well buy new?
rentals like Gamefly will have to reach an agreement with MS, maybe to have a special activation code that can be used multiple times for rental purpose, with a special fee paid to MS?
