Facetime only need Internet connection. However, if you're planning to use phone number instead of email address for the secondary MSIMs, it might not work.

Rule of thumb: to receive calling via phone number, make sure you have a SIM card and device that can send/receive SMS. otherwise, use email address.

it depends on your request at the time. You might have given them the impression that you need it activated on all the SIM cards. Anyway, what I'm trying to say that public IP has to be enabled for every SIM that you want to use with Public IP. Otherwise, changing the APN to unetp will not give you a public IP on the SIM card that has not activated for Public IP.

I think nobody else can help you to do it. Maxis is the only channel.

any port should work. You won't be able to use Maxis connection to view the stuff you host from Maxis' Public IP, you'll need a connection from another provider. If you don't have another option, one easy way out is to use VPN which I'm doing now. This behavior is by design.
