Is it better to sign up CC via booth or online? booth got free gift? planning to get this card, but i rarely use CC, dunno can waive GST anot.

Hi guys,
There is a Term found of the Product Disclosure Sheet which I don't understand, Finance Charges 13.5% p.a. for cardmembers with prompt payments for 12 consecutive months. 16% p.a so on and so on. What does this mean? I don't get it at all. |

so if i were to settle all outstanding promptly this T&C doesn't mean anything am i right? thought would be charged 13.5% even early payments lol.
