easy..u need to go tho a few step..

Change to Desaturate of pic..

Invert Colour

Duplicate layer Chg to Color Dodge mode

Gaussian Blur set to 2.4 (more or less..up to u)

last ..adjust the 2 Layer opacity..accordingly the color brightness u like..
u are done by it!

yes the background will goes white..

after u chage the BG to color dodge mode..

(click the layer effect ontop of ur layer)

but first change ur ori pic..to Desaturate (Ctrl+Shift+u)
