I don't think that Note 2 charging logic follows with S2 charging logic. I have tried charging from 15%, 50% and 90%. All will give 1800mA current_avg and current_max.

My stock Samsung charger and cable still perform very well..all the way I got 1800mA reading on GCC.

I rooted my phone using ExynosAbuse that is why I got no problem using Mobile Odin to flash TWRP. It is not Mobile Odin's problem but chenglu's method. It created 1.5GB partition for recovery instead of 10GB.
