True, Apple closed the signing for 6.1.2 for their device, but for pre-A5 this not applicable
You can only update to 613 if you want to update your firmware~

Download the correct ipsw, according to your phone
Activate iTunes, connect your phone
Use the Shift + Restore, locate your ipsw & follow further instruction

Evasi0n blocked the OTA update
You need iTunes to update your firmware &
Even IF the OTA enabled, your phone will be corrupt if you do OTA since it JB-ed already..

Im on 612, jelbreked
My FB works just fine, no problem
There is no update for 612 JB coz the tools disable OTA update
Unless you go for full update via iTunes

After semi restored, I need to press the power button twice to wake my phone, iP5 612, any one encounter such issue??

Downgrade the baseband using Fuzzy Band & you can use your 3G again
Btw, there is not much left for 4.2.1 as most the app required later iOS

If your device jailbroken before, then you might try request from Cydia
No Apple not signing the blobs for 612 anymore
Plus, only pre-A5 device can downgrade, else just wait for the next jailbreak IF there will be any~
