Dslam beside ur house but u can only get snr margin in the 20s ? My neighbor can get > 30 dB even though he is almost 1km from exchange

TM routing has been behaving like dat since ages. Even when there are no undersea cable outages. That's lack of competition for you.

Yes , if you have extra cash to blow and good networking knowledge

Rent a (cheap) vpn or server located in non-tm local datacenters, like Jaring DC or AIMS DC, and route your traffic thru it
