Found the reason why the delivery option is greyed out, it needs to be the same as your address per the IC, but you can change it later on. My IC has different post code and town, thanks to the mess the developer done when developing the housing estate.

I'm one of the new idigi plan subscriber, previously was on 68 smartplan with 3gb quota. I can assure you that after the new 2gb quota finished I will be bugged with a page asking me to topup my quota everytime I tried to surf. Fortunately whatsapp & mobile maybank apps still work though. I can still surf with opera mini but have to keep ignoring the 'quota finished' page. My guess is they block access to http port once quota gone.
