I have the same problem like you, both flaccid or erect cannot retract.
But i manage to cure it.
a) Stretching Exercise (without cream, with lube and hot water)
b) Forcefully Retract (only after you can retract 30-50% of your foreskin with a flaccid penis, then i recommend that you should start forcefully retract by masturbation method or sexual intercourse)
It took me 8-12months stretching to see a difference, and started forcefully retract via masturbation/sexual intercourse for 6-8months. After that 80% of my head was showing. After another 2 more months of stretching and forcefully retracting. I got my penis cured to 100% be able to retract flaccid or erect now.

So patience is the key to curing a phimossis. Dont get your foreskin stuck behind your head. It'll get you paraphimossis. (You'll regret ever trying to fix your current foreskin if you get caught with paraphimossis.) TRUST ME.

EDIT: Btw, my foreskin still covers my head at all times. But i can still retract my foreskin while erect. And with phimossis, your penis is shorter

How old are u now and when did u start noticing u had ur phimosis problem? Well it's been one month since I posted this thread, and I think I can say that I have noticed improvements, especially retracting when flaccid. When erect, can retract more than last time, but not as much as when flaccid. Now I just stretching when flaccid only, kinda hard to get myself erect just to do stretching because no mood

And I do my stretching while showering. And I'm not using any cream, after finish washing my penis with soap and water, then I start stretching.

That's a long time. And another 6-8 months of forcefully retracting while flaccid or erect?
