Nope bro, flashed back to ori fw. Open wrt seems not so smooth with 3420v2, or maybe just me. I like tomato firmware much more than open wrt/dd wrt.

thats is QOS ( quality if services ) and bandwith control. Control which pc get how much maximum bandwith. it's like housemate downloading 24/7 then use this bandwith control to cap it's speed so others can enjoy the internet.
