It's true that ab exercises on its own won't help. Fat is just an energy deposit, so it doesn't matter, as long as you burn sufficient calories and not taking in more than you spend (you need to have a slight calorie deficit), then you will burn fat no matter where the fat is and what body part you work on. Doing ab exercises only make the muscles there more toned/bigger/stronger but as long as you have a layer of fat over them you won't see anything.
For muscle growth you need a calorie surplus, for fat loss you need a calorie deficit. It's impossible to have a surplus and deficit at the same time. If you have never trained heavily with weights before you may gain muscle (what people call "newbie" gains) and lose fat at the same time, but it will only go so far. I suggest moderate weight training and careful diet (with slight calorie deficit). You need to ask the sifus here about diet because we are two very different beings (I find it very difficult to gain fat so I can't comment on your diet much). You can build muscle with a calorie deficit (proper calories and nutrition), but the muscle gains won't be as big, but that's better than nothing and you will lose that belly fat over time. Once you're cut, you can bulk up properly for muscle if you want to.
