I updated to 6.1.2 from the 6.0.2 SEED set that i just got.
It's the software i can confirm because prior to updating as i mentioned above, I can get good signals, and able to detect 3G immediately. After updating, shit comes back. fuk.
The best way now is to switch from auto mode to manual mode when finding ur telco. Do note that this doesnt enhance 3G connection it only increases the possibility to detect 3G after turning on and off the airplane mode.
Lastly, I reconfirmed with the maxis guy again and he said to me that the problems current network problems iPhone 5 users are facing now is also partly maxis's fault as they are consistently having problems with iPhone 5's network. Other telcos work as well. he summed up to me:
50% maxis problem, 50% iOS update.
Is the reason you update to 6.1.2 so you could restore the phone with your previous backup? It's the software i can confirm because prior to updating as i mentioned above, I can get good signals, and able to detect 3G immediately. After updating, shit comes back. fuk.

Because as far as I know, you can't restore a backup with a newer firmware to a phone with an older one
Else if I were you I would have stayed at 6.0.x
