the range depends on your subnet..
and it depends if its public or private IP.. i dont think u can do anything if ur assigned with public ip.. isp is allocated to a range of public ip and how u get ur ip depends on how they design their network (at which point the put their dhcp)
if its private ip.. usually starts with 192.168.x.y
and the default subnet is usually 255.255.255.0
that means ur range is y.. which u have 255 addresses including gateway

Ya, you're right. If you want to change public IP, you have to disconnect and reconnect your device.
for private ip subnet mask, it's not necessary to have 255.255.255.0 (a.k.a. /24), but normally people won't touch it. Usable ip address for /24 is 223 only.
I graduate as computer networking years ago, got learn CCNA too but I give my knowledge back to lecturers already
