well, in this case u can use audacity.. there are many other software which can do the same thing but i'm using audacity myself

when u open a song file, it will load those wave thingy right? click on the part of the wave thingy & drag it where u want the part to stop.. den to save it, go File > Export selection as WAV/MP3/OGG etc..
