Taiwan Plans To Expand Pier In Disputed Islands

TAIPEI — Taiwan plans to expand a pier on one of the disputed Spratly Islands, officials said Sunday, as the rest of the claimants beef up military deployment in the South China Sea.

The Coast Guard Administration has budgeted Tw$19 million ($640,000) to evaluate the project, which is part of its efforts to boost defense capabilities in the disputed area this year.

“The fund will mainly be used to do an environmental impact study near Taiping Island,” a coast guard official told AFP.

The fortified island, under Taiwan’s control, is the largest in the disputed South China Sea area.

The United Evening News said the expanded pier would allow port calls by the coast guard’s 2,000-tonne frigates. The current pier provides facilities only to small patrol boats.

Taiwan built a 1,150-meter (3,800-foot) runway on Taiping in mid-2006, despite protests from the other countries with claims to the disputed island group.

Taiwan, Vietnam, Brunei, China, Malaysia, and the Philippines claim all or part of the potentially oil-rich Spratlys.

All claimants except Brunei have troops based on the archipelago of more than 100 islets, reefs and atolls, which have a total land mass of less than five square kilometers (two square miles).

The potentially resource-rich sea, home to important trade routes, is a potential military flashpoint and there has been a string of diplomatic rows between countries with overlapping territorial claims in recent years.

The Philippines and Vietnam have complained that China is becoming increasingly aggressive in its actions in the area — such as harassing fishermen — and also through bullying diplomatic tactics.

Iran Navy set to launch new Shaheed Bayandor destroyer

A senior Iranian naval commander says Iran is set to launch a new indigenous destroyer called Shaheed Bayandor in line with efforts to boost naval capabilities.

Iran’s Navy Commander Rear Admiral Habibollah Sayyari said Saturday that the destroyer will officially join the Iranian naval fleet by next month.

Sayyari added that the new destroyer has new features, which will be unveiled during the launch of the vessel.

In recent years, Iran has made great achievements in its defense sector and attained self-sufficiency in producing essential military equipment and systems.

Iran's Navy launched the indigenous Jamaran 2 destroyer in the Caspian Sea near the northern port city of Bandar Anzali on March 16, 2013.

Jamaran-2, a Mowj-class warship, has been designed and built by Iranian experts and has state-of-the-art navigation equipment and complex defensive systems.

The Iranian Navy launched its first destroyer, Jamaran, in the waters of the Persian Gulf in February 2010. The 1,420-ton vessel is equipped with modern radar systems and other electronic warfare capabilities.

Tehran has repeatedly assured other countries that its military might poses no threat to other states, insisting that the country’s defense doctrine is entirely based on deterrence.

US Intelligence Chief: Cyberterror Leading Threat

WASHINGTON - The top U.S. intelligence official says cyberterrorism is the leading worldwide threat to U.S. security.

James Clapper is director of national intelligence. He's telling Congress Thursday that cyberattacks and cyberspying can damage critical infrastructure like power grids. But in prepared testimony, he says advanced cyber-actors like Russia and China are unlikely to launch such attacks unless they are threatened by conflict.

He gives examples like last year's denial-of-service attacks on websites for U.S. financial institutions, and the attack against 30,000 computers at Saudi oil company Aramco, as typical of what's to come.

Clapper also says al-Qaida and its offshoots will continue to plot attacks on U.S. targets. He warns that the Arab Spring revolt has produced a spike in threats, and that Iran continues to present a danger.

Industry Shooting for Army’s First New Rifle in Half Century

The U.S. military has not changed its troops’ primary weapon in 50 years. Efforts to replace the M16 family of infantry rifles with a significantly improved design have repeatedly failed, resulting in soldiers and Marines carrying the same weapon into combat in the 21st century that was first introduced when their parent’s generation was fighting the Vietnam War.

The M16’s streak as the longest-running standard U.S. infantry rifle could be ended later this year when the Army announces results from two years of sorting through candidates for the “individual carbine” competition.

Several companies are awaiting word on the Army’s progress with the individual carbine competition. The companies still in the running are Adcor Defense, Colt Defense, FNH USA, Heckler & Koch, Remington and Beretta USA Corp.

The competition phase has already lasted two years. The IC competition began with a request for proposals in 2011, and sample testing is currently underway. A decision on which rifle the Army prefers is expected in 2013.

After determining the weapon that best meets the requirement, the Army will conduct a cost-benefit analysis. This will determine if it is in the best interest of the Army to procure the winning carbine, and if so, what the ultimate fielding plan will be.

Greg Ulsh, vice president of military operations at FNH USA, said the company remains “curious” about the Army’s intentions. It has been more than 10 months since anyone at his company, which also manufactures M16s for the Army, has had word from the military, he said.

“Of course we are very anxious to find out what happens,” Ulsh said. “We think we have a great gun.”

That sentiment was shared by spokesmen for each of the companies vying for the IC contract. For most, it is the third time in as many decades they have offered the Army an alternative to the M16.

BAE Systems has unveiled its latest research on an advanced positioning system that exploits existing transmissions such as Wi-Fi, TV, radio and mobile phone signals, to calculate the user’s location to within a few metres.

Military platforms commonly use Global Positioning Systems (GPS) to find their position and navigate. GPS rely upon a specific and relatively weak satellite signal that is vulnerable to disruption . Known as Navigation via Signals of Opportunity (NAVSOP), BAE Systems’ new system is able to calculate its position by making use of the hundreds of different signals that are all around us.

By exploiting such a wide range of signals, NAVSOP is resistant to hostile interference such as jamming (a particular weakness of GPS) and spoofing, where a bogus signal tricks a device into misidentifying its location. The new system can learn from signals that are initially unidentified to build an ever more accurate and reliable fix on its location. Even the signals from GPS jammers can be exploited by the device to aid navigation under certain conditions.
The real beauty of NAVSOP is that the infrastructure required to make it work is already in place. There is no need to build costly networks of transmitters and the hardware behind the system is already commercially available. Another benefit is that it can be integrated into existing positioning devices to provide superior performance to GPS.

A major advantage of the system is its ability to function in places where GPS is unable to reach, such as dense urban areas and deep inside buildings. It is also able to work in the most remote parts of the world, such as the Arctic, by picking up signals that include Low-Earth-Orbit satellites and other civilian signals.

From aiding soldiers operating in remote or dense urban areas to providing improved security for Unmanned Aerial Vehicles (UAVs), which could face attempts to disrupt their guidance systems, NAVSOP has a wide range of potential military applications.

Boeing MV-22S Osprey Tiltrotor retrofitted for Presidential Airlift

First pic of the MV-22 (Marine Corps variant of the V-22) Osprey assigned to HMX-1 (Marine Helicopter Squadron One) - executive support squadron - CH-46E replacement.

While they will be painted in HMX-1’s signature dark green, they will not have the white tops associated with the Sikorsky VH-3Ds and VH-60Ns used to fly the President. The MV-22s are replacing the CH-46E Sea Knights attached to the squadron and are being modified with upgraded communications equipment and seating.

The President will still fly in his white-topped Sikorsky VH-3D helicopter, known as Marine One when the chief executive is aboard. The MV-22s will be part of HMX-1's fleet of "green tops," meaning they are used to haul gear, support staff, and the press corps for presidential trips. The fleet of VH-60 and iconic VH-3D "white tops" -- called so because of the white paint jobs on the tops of their fuselages -- serve as the actual Marine One choppers.

The Osprey, tilts its wingtip rotors upward to take off and land like a helicopter but swivels them forward in flight, giving it roughly twice the speed and five times the unrefueled range of conventional military helicopters. The Osprey cruises at 250 knots, or nearly 290 miles per hour, and has a mission radius of more than 500 miles, depending on the load carried.

BTW.....While the V-22 might be good for combat and/or prepared airfields, the downwash created by the tilt-rotor's engines would likely wreak havoc on the White House grounds.

Wakil Ketua Komisi I DPR TB Hasanuddin mengaku mendengar pembatalan proyek kerja sama pembuatan pesawat Korean Fighter eXperiment (KFX). Menurut dia, pembatalan ini merugikan Indonesia sekitar Rp 1,6 triliun. Komisi I DPR berencana meminta penjelasan Menteri Pertahanan.

"Kami (Komisi I DPR) sudah mendapatkan informasi dalam beberapa hari belakangan ini bahwa pemerintah Korea Selatan membatalkan secara sepihak perjanjian pembuatan pesawat tempur KFX," kata TB Hasanuddin, di Kantor DPP PDI Perjuangan, di Jakarta, Jumat (1/3/2013). Nilai kerugian Rp 1,6 triliun, menurut dia adalah nilai investasi Indonesia selama proyek bersama itu berlangsung.

Hasanuddin menjelaskan Pemerintah sebenarnya tidak pernah melaporkan secara jelas ke DPR, proyek KFX yang sempat dibangga-banggakan itu. Demikian pula, tambah dia, tak pernah ada permintaan anggaran untuk KFX. Menurut Hasanuddin, DPR mendapat informasi soal KFX justru dari pernyataan Kementerian Pertahanan yang dikutip media massa.

"Sedangkan, laporan anggaran yang diterima oleh DPR berbeda, (hanya disebut) untuk kebutuhan penelitian dan pengembangan, Kemenhan mengeluarkan uang Rp 1,6 triliun," papar Hasanuddin. Selain itu, sebut dia, sudah ada sekitar 30 orang dari PT Dirgantara Indonesia yang dikirim ke Korea Selatan untuk ikut mendesain pesawat KFX.

Dengan kabar pembatalan proyek ini, Hasanuddin mengatakan Komisi I DPR berencana segera memanggil Menteri Pertahanan dan Panglima TNI untuk menjelaskan proyek KFX ini. "Kerugian ini tanggung jawab Menteri Pertahanan," tegas dia.

Kerja sama Indonesia dan Korea Selatan untuk membangun pesawat KFX dimulai pada 2001, dibiayai bersama oleh Indonesia dan Korea Selatan. Dalam proyek itu, pemerintah Indonesia diwajibkan menyetor sekitar 20 persen dari total dana Rp80 triliun yang dibutuhkan.

Pesawat tempur generasi 4,5

Pesawat tempur generasi 4,5 yang akan dibangun melalui kerja sama Pemerintah Indonesia dan Korea Selatan ini nama resminya adalah KFX/IFX(Korean-Indonesian Fighter Xperimental) Boramae. Kesepakatan ditandatangani pada 15 Juli 2010 di Seoul, Korea Selatan.

KFX/IFX sebenarnya merupakan proyek lama dari Republic of Korea Air Force (ROKAF), yang baru bisa direalisasikan saat itu. Proyek ini digagas Presiden Korea, Kim Dae Jung, pada bulan Maret 2001 untuk menggantikan pesawat-pesawat mereka yang sudah lebih tua. Situasi politik semenanjung Korea dan perkembangan teknologi pesawat tempur di Asia Timur, diperkirakan menjadi pengganjal proyek KFX/IFX ini.

Bagi Indonesia, proyek KFX/IFX dinyatakan sebagai bagian dari program untuk memenuhi kebutuhan minimal peralatan tempur TNI. Dari kerja sama ini, Indonesia berharap dapat memiliki 50 unit IFX pada 2020. (Y012/Z002/Suryanto)
